Four Former Presidents, One Memorial Site

The 25th anniversary of the September 11 attacks will bring every living former U.S. president to Ground Zero in New York City. President Donald Trump will not be among them.

Joe Biden, Barack Obama, George W. Bush and Bill Clinton have all confirmed plans to attend the Sept. 11 commemoration in Manhattan, according to The Independent. Trump and first lady Melania Trump will instead mark the anniversary at the Pentagon, while Vice President JD Vance represents the White House in New York.

Trump Is Still Attending a 9/11 Ceremony

The distinction matters. Trump is not skipping the anniversary itself. The Associated Press reported that he plans to observe it at the Pentagon, another of the three sites attacked on Sept. 11, 2001.

What makes the arrangement striking is the split-screen symbolism: four former presidents gathered at the site of the destroyed World Trade Center while the sitting president appears at a different memorial in Washington. Trump last attended the Ground Zero ceremony in 2024.

The Speech Rule Became Part of the Story

CNN reported that Trump had initially planned to attend the Ground Zero ceremony but changed course in part because political figures are not permitted to deliver speeches during the New York memorial program.

That rule is not new. Political speeches have been barred from the memorial program since 2012 so the event can remain centered on victims and their families. Trump has disputed reporting that the speech restriction drove his decision, so the reason remains contested rather than established fact.

Ground Zero Keeps Politicians Present but Silent

The New York ceremony follows a deliberately spare structure: moments of silence and the reading of victims’ names by family members. Elected officials may attend, but they do not take over the program with campaign-style or presidential remarks.

That tradition creates the unusual visual expected this year. Former presidents from both parties can be present together without addressing the crowd, while the sitting president is scheduled to attend a different memorial ceremony at the Pentagon.

A Rare Presidential Lineup on a Milestone Anniversary

The 25-year mark already gives this year’s ceremony unusual weight. The confirmed attendance of Biden, Obama, Bush and Clinton turns it into a rare gathering of nearly the entire living presidential class at the place most closely associated with the attacks.

The one living president who will not be standing there is the man currently holding the office. That contrast is what makes the attendance plan itself a national spectacle before the anniversary has even arrived.
